Is the dust pollution and smell from the factories improving?

We are looking at buying a place in the area however have read that the air quality can be quite poor at times from the surrounding factories/plants.

Yes, the air quality has improved greatly since the Environmental Protection Agency has been monitoring air quality and issuing fines and court mandated recommendations to industries since I've been here, 2007. Some tanning companies, real culprits of bad smells, closed down and relocated well away from Brooklyn and Sunshine residential areas. In general, there is a lot of upside living here - schools, shopping (Altona Gate, Highpoint), Federation Trail, and 15 minutes on a clear run over the Westgate to the CBD. Make the move, you won't regret it - and capital appreciation keeps going up.
