Vic Park is closer to the city and river, but has more high rise units and higher density living. Both East Vic Park and Vic Park have great cafe strips, but East Vic Park's is bigger, with more resturants and bars. Vic Park has better parks, and river access.
Both suburbs have some homeswest, but Vic Park has a slightly higher percentage.
There is more families in EVP, probably due to the lower density living, and more Professional couples in Vic Park.
In the end, there isn't much difference between the two suburbs, most people in Perth don't realise that there is a East Victoria Park, they think Vic Park\ EVP are the same suburb.
